Appointed in the Council of Ministers at its meeting of May 27, 2020, the new Head of the Transport and Meteorology Program of the Ministry of Transport, Urban Mobility and Road Safety, cumulatively in his functions of Technical Advisor has been officially installed in his functions this July 06, 2020 by the Secretary General, Mr. Bernard BEBA. The official installation ceremony took place in the meeting room of the said Ministry in the presence of the collaborators of Minister DABILGOU, technical managers, Central Directors, Attachés and heads of departments, actors from the world of transport, relatives and friends.
Mr. TOE Jean Victorien, Head of the Transport and Meteorology Program, succeeds the outgoing Manager Mr. Fulbert ZONGO called to other functions. Mr. ZONGO said he worked for two (2) years to achieve sufficient results with the drive, frank collaboration and support of all the staff of the Ministry. And it is with a feeling of gratitude first of all towards the Minister, Vincent T DABILGOU, and also towards all his collaborators who have spared no effort to help him accomplish his mission well that he passes the baton. to his successor Mr. TOE. He says he is available and willing to support the new Manager of the Transport and Meteorology Program to achieve the objectives of his mission.
For Mr. TOE Jean Victorien, new Manager of the Transport and Meteorology Program, it is an honor for him to assume this new function within this Ministerial department and according to his oath of departure which is that of always serving with humility and loyalty. and probity. He says he counts on the dedication and commitment of all employees to meet the challenges that await him in the field. One of its main major challenges is the finalization of the legal arrangements for the signing of the financing agreement with the Green Climate Fund. Note that Mr. Jean Victorien TOE is a Magistrate and still remains Technical Advisor to the Minister of Transport, Vincent T. DABILGOU.
Mr. S.G. BEBA on behalf of Minister DABILGOU saluted the merit of the outgoing Manager who would have spent more than two (2) years at the head of the coordination of the HYDROMET Project. He brought his particular touch to the establishment of a sustainable mechanism for renewing the vehicle fleet in Burkina Faso, to carrying out environmental and social impact studies, to implementing mitigation measures and finally to implementation of a vehicle scrapping mechanism in Burkina Faso. This is how the SG invited Mr. TOE to continue the mission so that the various reforms aimed at modernizing the road transport sub-sector and making Burkina’s road transporters more competitive are acquired. He also invited the staff of the HYDROMET Project to make themselves available to the new Manager of the Transport and Meteorology Program for the smooth running of the project activities.
